لم تكن دولة الإمارات المتحدة على هذه الحالة التي نراها عليها اليوم، بل كانت الإمارات في قديم الزمان عبارة عن سبع إمارات متجاورة ومتصالحة، تقع في منطقة الخليج، وكان لكل إمارة من هذه الإمارات حاكم يحكمها، في ذلك الوقت كانت منطقة الخليج العربي تخضع تحت سيطرة بريطانيا، وفي عام 1968، قررت بريطانيا بدء الانسحاب من تلك المنطقة، وهنا فكر الشيخ زايد حاكم إمارة أبو ظبي، بعقد اتحاد مع الإمارات السبع، لتصبح دولة واحدة لها حاكمها وقوانينها ودستورها الخاص بها.

كانت دولة الإمارات في الماضي عبارة عن 7 إمارات، وكان حكامها هم: وهم: الشيخ زايد بن سلطان آل نهيان حاكم إمارة أبو ظبي، والشيخ راشد بن سعيد آل مكتوم حاكم إمارة دبي، والشيخ خالد بن محمد القاسمي حاكم إمارة الشارقة، والشيخ راشد بن حميد النعيمي حاكم إمارة عجمان، والشيخ أحمد بن راشد المعلا حاكم إمارة أم القيوين، والشيخ صقر بن محمد القاسمي حاكم إمارة رأس الخيمة، والشيخ محمد بن حمد الشرقي حاكم إمارة الفجيرة.
فكرة اتحاد الإمارات
حينما قررت بريطانيا الانسحاب من منطقة الخليج، رأى الشيخ زايد أهمية اتحاد الإمارات ليصبحوا قوة، فاجتمع مع الشيخ راشد حاكم دبي وعرض عليه فكرة اتحاد الإمارتين وأعجب الشيخ راشد بهذه الفكرة، وخلال فترة الانسحاب، الممتدة من عام 1968 وحتى عام 1971، عرض الشيخ زايد والشيخ راشد، هذه الفكرة على باقي حكام الإمارات الأخرى، وأعجب الجميع بهذه الفكرة، ووافق جميع حكام الإمارات على هذه الفكرة، عدا رأس الخيمة، وبدأ العمل على تأسيس دولة الإمارات وضم جميع الإمارات تحت لواء واحد، وأصبحت الإمارات المتحدة، وأصبح لها دستورها، وقوانين حكمها، وضم تشكيل الاتحاد سبع إمارات حاكمها الشيخ زايد بن سلطان آل نهيان.
وفي 2 ديسمبر 1971، برزت الحاجة إلى تأسيس نظام حكم يربط الإمارات السبع، وينظم عملية الحكم داخل البلاد، فاجتمع حكام الإمارات وتشاوروا فيما بينهم، وقرروا اصدار دستور ينظم الحكم فيما بينهم، إضافة إلى وضع قائمة بحريات المواطنين وحقوقهم وواجباتهم، واستمر العمل بهذا الدستور بشكل مؤقت حتى عام 1996، وتم إعلانه ليُعمل بهذا الدستور بشكل دائم.
حال الإمارات قبل الاتحاد
كانت دولة الإمارات قبل اتحادها، عبارة عن 7 إمارات لكل إمارة شيخها أو حاكمها، وكانت الصناعة السائدة في ذلك هي صناعة اللؤلؤ، واستمرت هذه الصناعة كمصدر لإنعاش الاقتصاد الإماراتي حتى عام 1929، بسبب بدء دولة اليابان إنتاج اللؤلؤ بكميات كبيرة، فأصبح الاقتصاد الإماراتي في ذلك التوقيت في تدهور بسبب، إنتاج اليابان بكميات كبيرة، استغلت بريطانيا هذا الضعف الاقتصادي، واحتلت هذه المنطقة، بعد الكثير من الصراعات لمحاولة سيطرة نفوذها على هذه المنطقة.
عاش الشعب الإماراتي في ذلك التوقيت مرحلة صعبة بسبب التدهور الاقتصادي، حتى تم اكتشاف النفط على أرض الإمارات وبالتحديد في عام 1958، في إمارة أبو ظبي، وما أن ذاع الخبر حتى بدأ سكان الإمارات في البحث عن النفط، وخوفًا من استغلال بريطانيا هذا الأمر، بادر الشيخ زايد بتأسيس شركة تشرف على عمليات استخراج النفط، ومن هنا بدأت مرحلة جديدة من الانتعاش الاقتصادي، والتطور الاقتصادي في الإمارات، وبدأت شوكة حكام الإمارات تقوى في وجه الاحتلال البريطاني، حتى تم الانسحاب البريطاني من هذه المنطقة.

في قديم الزمان كانت دولة الإمارات عبارة عن سبع إمارات لكل إمارة حاكمها، وفي يوم من الأيام وفي فترة الانسحاب البريطاني من منطقة الخليج العربي، اجتمع الشيخ زايد حاكم إمارة أبو ظبي، والشيخ راشد حاكم إمارة دبي، بحكام الإمارات واتفقوا على تأسيس وتوحيد الإمارات السبع، ليكونوا دولة ذات سيادة ترفض أي تدخل خارجي، وتأسست الإمارات وأصبحت الآن من أقوى ستة دول العالم اقتصاديًا وسياسيًا، فمن كونها عبارة عن مستوطنات تخضع تحت سيطرة الاحتلال البريطاني، إلى دولة ذات كيان وحكم، وفي تأسيس الإمارات دروس مستفادة، أهم هذه الدروس أن في الاتحاد قوة، وأن على جميع دول الوطن العربي أن يتحدوا ليصبحوا قوة في وجه أي معتدي أو مغتصب.
